So did the IRS leak Romney's Tax returrns to Dingy Harry?

Dingy Harry Reid, the Senate Majority Leader (D-Nevada) spent the last presidential campaign claiming he has information that Romney didn't pay his taxes for the last 10 years. He claims he got the info from inside of Bain Capital, the investment firm that Romney was a former partner. 

So did someone at the IRS give Reid a copy of Romney's returns? 

During the campaign, this crazy idea was dismissed because, for someone at the IRS to do this, well, it would break the law, a bunch of regulations, and IRS policy. But given the revelations about targeting of Tea Party Tax Exempt group, religious organizations, and the behavior of the senior management of the IRS and well as the current Regimes prior acts, it;s doesn't seems so far fetched now...
