New (but recycled) Gun Control Proposal

A couple of day ago, the usual suspects of Gun Control Advocates, led by Sen Frank Lautenberg, D-NJ, and included Sen. Chuck "The Schmuck" Schumer, D- NY, Sens. Robert Menendez, D-NJ, Sen. Barbara "Don't call me Ma'am" Boxer, D-CA, and Sen Diane "DiFi" Feinstein, D-CA proposed an amendment to the Cyber Security Bill to limit the size of magazine to 10 rds for all firearms. They claim that this is in response to the movie theater shooting in Colorado. The shooter used a 100rd drum magazine in his AR-15 rifle when he went on his shooting spree. They also claim that the "high capacity" magazine allow a crazed gunman the ability to get off more shots before reloading.

One Question for these Dims, what current law prevented a bad person from committing a crime? 

At the present time, murder and shooting other people is presently illegal. So, did this law prevent the alleged shooter from shooting people? 

In California, the Legislature passed and the Governor signed a law banning "military style assault weapons." If you owned one, it must have been registered with the State DOJ by a certain date and no additional weapons would be allowed in the State after this deadline. 

Question, did California Assault Weapons law stop the two men who were involved with the famous North Hollywood Shootout? 

In the Wikipedia entry, the two bank robber used, " illegally modified fully automatic AKMs (a AK-47 variant)." It has been a Federal Felony to convert a semi-automatic rifle to Full Auto for a number of years (federal laws were passed in 1934 and 1986). The two bank robbers also committed felonies obtaining the rifle, in addition to robbing a bank. Also it was a felony for one of the robber to buy any gun, since he was a convicted felon.

So a simple question to the gun control advocates, did any of the existing laws prevent either of these shooters from committing crimes?
