The BBC is reporting that the Capitol Police's SWAT team was ordered to stand down almost immediately after reports of a shooter at the Navy Yard.
It could be just confusion over the time line and the shooter may have been dead when the team was ordered to stand down.
But one has to wonder, was the order made so the Washington DC Metro Police could get credit for the arrest/kill?
